A man was arrested recently for allegedly stealing more than $800,000 from a school district's healthcare accounts that were earmarked for teachers’ dental bills, according to a press release dated September 5 from the New York State Police.
Zacchary Weber, 49, the CEO and president of Health Economics Partners (HEP) in New York, was arrested on September 2 and charged with three counts of grand larceny. HEP administered the medical and dental benefit accounts for multiple organizations, including school districts, according to the press release.
In September 2025, police began investigating after a New York school district reported concerns involving funds administered by HEP, according to the press release.
Weber, of Rochester, NY, was supposed to use the funds administered by the company to pay teachers’ dental bills. However, an audit determined that $810,695 was missing from the accounts that belonged to three New York school districts. The funds were allegedly transferred without authorization, according to the press release.
Additionally, a manager at Bay Ridge Dental in Webster, NY, contacted local reporters about HEP. The whistleblower reported that the healthcare money was missing after Bay Ridge Dental and another dental practice were not paid for dental services they provided, according to a story published September 7 on News10NBC.
The investigation is ongoing, according to the press release.
A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
