Colo. rules reshape DSO ownership, expand hygienist role

Colorado's dental board adopted new rules under the Dental Practice Act Sunset bill (SB25-194), effective June 30, 2026, with significant implications for dental practices and dental service organizations (DSOs) statewide.

Among the most consequential changes: 

  • DSOs are prohibited from serving as proprietors of dental practices.
     
  • Only Colorado-licensed dentists or dental hygienists may own their respective practices.
     
  • The rules also address nitrous oxide supervision levels, streamline anesthesia permit processing, and authorize dental hygienists to administer certain vaccines.
